      Recorded Soviet infant mortality increased dramatically in the early 1970s; this increase contributed to a view shared by many in the West that the Soviet health care system is deteriorating. An examination of the Soviet vital registry system, however, suggests that much of the increase in infant mortality was due to improvements in the vital registry system in the USSR's southern tier regions.
