Illegal lotteries were popular in the 18th century. Many women were arrested for selling illegal lottery insurances. A loophole in the British Betting and Gaming Act allowed commercial bingo to be launched in 1961. British journalists claimed entrepreneurs were trying to lure women into gambling through bingo.
